As 2026 draws to a close, two questions keep coming up: how much is the e-invoicing fine, really? and does the fines-cancellation initiative ending on 31 December 2026 cover it? The figures circulating online differ, partly because some are copied from older tables. This article relies on the official reference: ZATCA’s Simplified Guideline for Classifying General VAT Violations (2nd edition, May 2024).
The general rule: a warning first, then escalating fines
- First violation: a warning with a correction period and no fine. The period is 30 to 60 days depending on the violation.
- Repetition: a violation counts as repeated if detected again within 12 months, and the fine rises with each repetition.
- A fresh start: if the violation recurs more than 12 months after the previous penalty decision, it is treated as new and starts with a warning.
- ZATCA outages: no penalty applies to integration, sharing or issuance violations if the business can prove the cause was a technical failure in ZATCA’s systems.

Does the fines-cancellation initiative cover e-invoicing?
On 29 June 2026 ZATCA announced a six-month extension of the Cancellation of Fines and Exemption of Financial Penalties Initiative, from 1 July to 31 December 2026. The announcement lists fines for late registration, late payment, late filing and VAT return corrections. It does not list e-invoicing violations among the covered fines, and it expressly excludes tax-evasion penalties, fines under Article 45 of the VAT Law, and penalties tied to returns due after 30 June 2026. So do not plan on the assumption that the initiative covers e-invoicing violations; if you have a specific case, check with ZATCA.
Where violations usually come from
- A system not integrated after your wave’s deadline, or an extra POS terminal that was never onboarded.
- Pending invoices nobody follows up, so simplified invoices miss the 24-hour reporting window set in the E-Invoicing Implementation Resolution.
- Deleting a wrong invoice instead of issuing a credit note.
- Missing buyer data on standard tax invoices.
- An unreported outage: integration was down for days and ZATCA was never notified through the specified channels.
- Weak archiving: you cannot produce the XML of an old invoice on request.
How Riv-ERP reduces the risk
In RivDesktop, Fatoora integration is built in: digital signature, QR code and XML are generated automatically for every invoice on posting, with clearance for tax invoices and reporting for simplified ones. Sending is automatic on posting with retries for pending invoices, scheduled, or manual. The notification bell shows how many invoices are unsent, pending or rejected, the rejection reason is shown translated, and returns become credit notes linked to the original invoice instead of deletions. The system also produces the Saudi VAT return with its 16 boxes and drill-down to the document. See the RivDesktop guide.
Riv-ERP Cloud has a dedicated screen for invoices not uploaded or rejected by ZATCA, plus integration settings, tax types and groups per item, and sales and purchase tax reports. To compare the two, read our edition comparison.

No. Under the official guideline, the first violation brings a warning and a 30 to 60-day correction period; fines apply on repetition within 12 months.
What is the highest fine in the e-invoicing table?
SAR 50,000, for repeated failure to integrate e-invoicing systems with ZATCA’s systems beyond the sixth occurrence, per the simplified guideline (May 2024).
Does the fines initiative running to 31 December 2026 cover e-invoicing violations?
ZATCA’s announcement lists late registration, late payment, late filing and VAT return correction fines, and does not mention e-invoicing violations, so do not assume they are covered and check with ZATCA for your case.
What if integration fails because of ZATCA?
